Every signal is scored 0–100 for materiality — how likely it is to be meaningful to an investment decision. The algorithm factors in: dollar size of the transaction, executive seniority, cluster patterns (multiple insiders buying simultaneously), timing relative to earnings or catalysts, and the nature of the filing. A score of 80+ typically indicates a significant cluster buy or large dollar conviction trade. Scores below 30 are often routine option exercises.

Under the STOCK Act, all 535 members of Congress must report personal stock transactions exceeding $1,000 within 45 days via Periodic Transaction Reports (PTRs). We parse both the House Clerk's disclosure database and Senate PTR filings, normalize member names using official Bioguide IDs, and store every trade with chamber, party, state, ticker, trade type, and dollar range. Our database holds 43,000+ congressional trades covering House and Senate across both parties.
